Fractional CISO — Regional Water Utility

Blue INK serves as the security leadership for our regional water utility operating critical infrastructure. They strengthen governance, improve incident preparedness, and support employee awareness in a high-risk environment.

Case Study

Strengthening cybersecurity governance, incident preparedness, and security awareness for critical infrastructure.

A regional water utility engaged Blue INK Security to provide ongoing cybersecurity leadership and strengthen its security program. As an organization responsible for critical infrastructure and essential services, the utility needed more than periodic security assessments. It needed experienced leadership to help identify risk, establish priorities, improve preparedness, and provide ongoing direction to its security program.

The Challenge

Critical infrastructure organizations operate in a demanding security environment. They must protect business systems, sensitive information, and operational environments while maintaining the availability and reliability of essential services.

The utility had an established technology environment and internal resources, but needed dedicated cybersecurity leadership to bring greater structure and oversight to its security program. This included helping leadership understand cybersecurity risk, prioritizing improvements, strengthening incident preparedness, and ensuring security initiatives continued moving forward.

Our Approach

Blue INK serves as the utility's dedicated CISO, working alongside leadership and technical teams as an extension of the organization.

Our approach focuses on managing cybersecurity as an ongoing business risk rather than a series of disconnected technical projects. We help identify and prioritize risks, establish security objectives, guide improvements, and provide leadership with visibility into the organization's security posture.

Security recommendations are evaluated based on both risk reduction and operational practicality. This is particularly important in critical infrastructure environments, where security controls must support reliability and continuity rather than interfere with essential operations.

Strengthening Incident Preparedness

A key component of the program is ensuring the organization is prepared to respond effectively when a cybersecurity incident occurs.

Blue INK helps strengthen incident response planning, clarify responsibilities, evaluate escalation and communication processes, and prepare stakeholders to make informed decisions during a security event.

The objective is to establish the processes and relationships before an incident occurs so the organization can respond quickly and effectively when they are needed.

Building Security Awareness

Employees are another important part of the security program. Blue INK supports ongoing security awareness initiatives designed to help employees recognize threats such as phishing, social engineering, and credential theft.

Rather than treating awareness as simply an annual compliance requirement, the program reinforces the role employees play in protecting the organization and its operations.

The Outcome

Through its partnership with Blue INK, the utility has a more structured and proactive approach to cybersecurity.

Leadership has access to dedicated cybersecurity expertise, security initiatives are prioritized according to risk, incident preparedness receives ongoing attention, and employees are actively incorporated into the security program.

Most importantly, cybersecurity is managed as a continuous program that evolves alongside the organization's technology, operations, and risk environment.

For an organization responsible for critical infrastructure, this ongoing leadership provides the structure, accountability, and preparedness necessary to build a more resilient security program.
